The Initiative

The Initiative

Incorporated as the SKUAST Kashmir RBIC Foundation (a Section 8 Company), RBIC operates as an autonomous entity anchored within SKUAST-K. We identify, nurture, and commercialize disruptive agri-technologies and rural innovations in the region.

What is an RBIC?

RBIC (Rural Business Incubation Centre) is a flagship initiative funded and supported by NABARD (National Bank for Agriculture and Rural Development). While NABARD acts as India’s apex development bank for the rural economy, RBICs are early-stage innovation hubs established to transform grassroots ideas into scalable, market-ready rural enterprises. An RBIC is a specialised startup incubator set up jointly by NABARD and leading academic or agricultural institutions.

The Core Mission

To transition rural youth from “job seekers into job creators”, with a strong focus on value addition, employment generation, and socio-economic growth in rural landscapes.

Sector Focus

Agriculture, allied sectors (livestock, fisheries, dairy), food processing, rural fintech, water conservation, climate resilience, and rural off-farm activities.

Our Funding Partner

What is NABARD?

The National Bank for Agriculture and Rural Development (NABARD) is India’s apex Development Finance Institution (DFI).

  • Establishment: Founded on July 12, 1982, under the NABARD Act 1981, following the recommendations of the B. Sivaraman Committee (CRAFICARD).
  • Origin: It inherited the rural planning and agricultural credit responsibilities previously managed by the Reserve Bank of India (RBI).

Core Functions of NABARD

Refinancing

It does not lend directly to individual farmers. It is the ultimate refinancing body for Regional Rural Banks, Cooperative Banks, and Commercial Banks, so credit flows smoothly to the grassroots.

Banking Supervision

It regulates and inspects the institutional health of cooperative banks and Regional Rural Banks.

Infrastructure Development

Through the Rural Infrastructure Development Fund (RIDF) and NIDA, it finances rural public works such as irrigation, storage warehouses, and rural roads.

Scheme Implementation

Ground-level partner for the Kisan Credit Card (KCC) framework, Self-Help Group (SHG) bank linkages, and the Priority Sector Lending (PSL) matrix.

How RBIC and NABARD Work Together

The relationship represents a shift in how development finance operates.

Dimension Traditional NABARD Operations RBIC Ecosystem Approach
Primary Tool Credit, loans, and banking refinance. Infrastructure, mentorship, and equity/grant support.
Target Group Rural credit institutions, cooperative networks, and farmers. Early-stage tech innovators, rural youth, and agri-startups.
