What is NABARD?
The National Bank for Agriculture and Rural Development (NABARD) is India’s apex Development Finance Institution (DFI).
- Establishment: Founded on July 12, 1982, under the NABARD Act 1981, following the recommendations of the B. Sivaraman Committee (CRAFICARD).
- Origin: It inherited the rural planning and agricultural credit responsibilities previously managed by the Reserve Bank of India (RBI).
Core Functions of NABARD
Refinancing
It does not lend directly to individual farmers. It is the ultimate refinancing body for Regional Rural Banks, Cooperative Banks, and Commercial Banks, so credit flows smoothly to the grassroots.
Banking Supervision
It regulates and inspects the institutional health of cooperative banks and Regional Rural Banks.
Infrastructure Development
Through the Rural Infrastructure Development Fund (RIDF) and NIDA, it finances rural public works such as irrigation, storage warehouses, and rural roads.
Scheme Implementation
Ground-level partner for the Kisan Credit Card (KCC) framework, Self-Help Group (SHG) bank linkages, and the Priority Sector Lending (PSL) matrix.
